if you leave the bottom shelf free I bet he will go on teh bottom shelf, that is their usual preference
it’s called ‘the bottom shelf rule’ either you leave it empty or enough room for them to loaf or flop

One of mine will run in front of me and start grabbing my pants leg if I try to walk towards the door to leave. Even if he already got pets and is doing something else so I try to leave to go get something done.
