Yes, I’ve had a few batches of Timothy hay from the bale at my local feed store like that. The quality really depends on the season and the farm the hay was grown in. Oxbow repackages hay from a huge variety of farms for their products.
If you aren’t satisfied, I would exchange it for a bag in another batch or complain to Oxbow directly.
Try smallpetsselect .com for hay. I get 2nd cutting Timothy hay from there and my bunny loves it.
